In 2013, regulators made amendments were to the Strata Schemes Management Act 1996. These amendments require property owners to restrict window openings to 12.5 cm on windows that are less than 1.7 meters above the floor or more than 2 meters from the ground outside the window. These restrictors are required to withstand more than 250 newtons of force.
The Strata amendment came in response to several accidents that involved young children falling out of windows. These accidents typically take place at home, during warm weather, when windows get left open to aerate your house. Young children, ages 5 and younger, are not yet able to sense danger and can be seriously injured if they lean out of an open window.
In the case of an accident, the property owner is held responsible. As of 2018, property owners are subject to fines if the windows on their home are not compliant with these codes.
